Katherine Boswell serves as the Project Manager for College Count$: Evidence of Impact, an external evaluation of the Arkansas Career Pathways Initiative being conducted with funding from the Winthrop Rockefeller, Annie E Casey and Ford Foundations. Dr. Boswell has worked for more than two decades with higher education officials, philanthropic foundations and state and federal policymakers across the country in identifying best practices and strategic policy issues at federal, state and institutional levels. Katherine was the founding director of the national Community College Policy Center at the Education Commission of the States which worked with governors and legislators exploring effective state policies that encourage effective and innovative community colleges. A former college administrator and visiting university faculty member, Dr. Boswell has taught, researched and written extensively on issues related to finance, developmental education, workforce education, and student access and success. She has a Ph.D. in educational administration from the University of Texas at Austin.
